Can a foreigner register as an individual entrepreneur in Georgia without a residence permit?

Practical guidance for international readers · Georgia

A Georgian residence permit is not, by itself, a prerequisite for registering as an individual entrepreneur. Business registration and permission to live or work in Georgia are separate legal questions.

What this means in practice

What registration involves

The registration application is handled by the National Agency of Public Registry. You will need to provide identity information and a legal address in Georgia, along with any documents relevant to your filing method. If the address belongs to someone else, the Registry may require the owner’s consent in the proper form or evidence that you have the right to use the property. If someone files for you, their authority must meet the Registry’s requirements.

The current Registry tariff for individual-entrepreneur registration is GEL 26 for one working day or GEL 75 for service on the filing day. Those are processing options, not a promise that every supporting document will be accepted without clarification. Check the extract when it is issued and make sure your personal details and registered address are correct.

What registration does not decide

An individual-entrepreneur extract does not grant a residence permit, extend a visa-free stay, or automatically authorise paid work performed in Georgia. The permission you need depends on your actual activity and immigration situation. Georgia’s Labour Migration Law contains specific rules and exceptions; having only foreign clients does not automatically resolve the question.

Likewise, the Small Business tax regime is not created by the Public Registry registration. Apply separately to the Revenue Service if you meet the conditions and want that tax status. If your main uncertainty is the filing process and fee, consult the Public Registry’s current instructions and tariff; if it is the right to work, review the separate work-permission rules before beginning activity in Georgia.
